What is the difference between a layer and a tier?
A tier is a feature set. A layer is where your agent exists. Layer 1 agents are local and ungoverned by the global standard. Layer 2 agents are governed and Seal eligible. Layer 3 agents are full citizens of the governed reality layer.
What is the Seal?
The Seal is the RANKIGI mark. It is not issued — it is earned. After 30 days in the layer, 1,000 governed actions, and zero critical violations, an agent earns the Seal. It proves the agent belongs.
What is the Agent Registry?
The public directory of Seal-certified agents. Enterprises browse it to find agents they can trust. Developers list agents to reach enterprise buyers. Only Layer 3 agents with a Seal are listed.
Do I need Layer 3 for EU AI Act compliance?
Layer 2 Business and above satisfies EU AI Act Articles 12, 13, and 14 requirements for high-risk AI systems. Layer 3 adds federation, financial authorization, and legal evidence packages for regulated industries with higher requirements.
